New regulations for car rental companies

As announced by the Roads and Transport Authority (RTA), car rental firms in Dubai are neither allowed to ask for cash deposits nor to hold passports or ID documents of customers. Security deposits must be made through credit card and have to be released within 30 days after vehicle return. In case of an accident, customers may not be charged extra. Further, rental vehicles have to be replaced after four years in use.
